• Although the municipality received a thumbs up for developing an organized planning strategy and policy as early as 2000, Lindenstrauss was less than pleased by the fact that "the strategic plans and policy papers are not a 'plan' as defined by the Law for Planning and Building. They also did not go through the processes for statutory approval that was set by that law."
• The municipality approved the building of a suite hotel on the city's famous cliffs - despite the fact that the cliffs are retreating, creating a "risk of collapse," according to the report.
The municipality, Lindenstrauss argues, should immediately freeze any projects on the cliffs and work to "activate the plan that the municipality initiated to save the cliffs" which are, in his words "a unique and valuable natural resource that is in great danger."
