Muhammad Dahlan was found responsible for Fatah's defeat in Gaza and the Hamas takeover, a Palestinian inquiry commission reported on Saturday.
According to the report, Dahlan, along with other Fatah security officers, used funds intended to enhance the strength of Fatah-run security forces in the Gaza Strip for their own personal means.
