Hamas has forcefully preserved its monopoly on violence and remains the only Palestinian governing authority in the areas still under its control in Gaza.

Among the 15 points, Mladenov states that Hamas must be gradually disarmed and removed from civilian structure in Gaza, and that both parties must fulfill their commitments under the ceasefire.

The UN Security Council has recognized the board, though many major powers have not joined Washington's main Middle Eastern allies and some middling and smaller states in signing up.

The US is considering asking Israel to redirect some withheld Palestinian Authority tax funds toward President Donald Trump’s postwar Gaza plan, sources said.

"This is not what was promised to the Palestinians, and it is not what they deserve," Mladenov said. "Furthermore, this does not provide Israel with the security it needs to move forward."

The contractors were threatened at gunpoint by Hamas militants, who refused to permit them passage to the site. The contractors, who came from various parts of the Strip, were forcibly turned away.

An Israeli source told the Post that Israel is coordinating with the Board of Peace and the US administration to plan the next steps following Hamas’s refusal.

Gaza’s future may be on hold, but perhaps its governance could eventually be linked to a wider national framework and future elections.

The terrorist organization has said that it would only give up weapons after the full implementation of phase one of the agreement, which requires Israel to withdraw from Gaza.

A source familiar with the matter told KAN News that Israel is looking to see concrete steps taken toward the disarmament of Hamas and the installation of the new technocratic government.
