Leifer fled from Australia to Israel in 2008 after allegations of sexual abuse surfaced against her, and has evaded extradition since 2014 by claiming to be mentally unfit for trial.
Leifer has claimed mental illness since extradition proceedings were initiated in 2014.
"New Zealand can no longer trust that Hong Kong’s criminal justice system is sufficiently independent from China," Peters said in a statement.
Leifer's attorneys stressed that she is in fact mentally unfit to stand trial, pointing to past and new statements by medical professionals.
