The embassy received three letters on Thursday, one of which contained a powder, the RIA news agency reported.
Mammadov, along with the ambassadors of Guatemala, Ecuador, Sri Lanka, Suriname and Malawi, had originally been scheduled to present his credentials on March 9.
The Times of Israel said the move would take place in an act of support by Hungarian Prime Minister Viktor Orban for Prime Minister Benjamin Netanyahu.
"You were paid by the Russians for your treachery," a judge stated.
The Chadian leader is in Israel at the moment and will officiate at the inauguration of the embassy, whose location was not clear.
