Iranian troops, advisers and Iran-affiliated Shi'ite militias have been instrumental in preserving President Bashar Assad's regime in the midst of Syria's ongoing civil war.
Iran's supreme leader says Iran would only negotiate its presence in Syria with other states in the region.
"If Khamenei wants war. then Lebanon will go to war, and every Lebanese [person] will suffer from the next war."
"Using the National Development Fund is authorized if no other sources are available," Ayatollah Ali Khamenei said in a letter to President Hassan Rouhani read out on Monday on state television.
Iran has faced economic hardship since US President Donald Trump withdrew from a multilateral nuclear deal last year and reimposed sanctions.

Twitter hid and then removed a tweet attributed to the Iranian supreme leader, Ayatollah Ali Khamenei, in which he cited an execution order for British Indian novelist Salman Rushdie.

The website was quoting a speech Ayatollah Khamenei gave to Iranian officials and foreign Muslim figures attending an international Islamic conference in Tehran.
