Ukrainian officials have accused Russian forces of compromising safety by shelling the site of the plant, forcing power cuts during air strikes and flouting safety measures.
Both Kyiv and Moscow have accused each other of shelling the Zaporizhzhia nuclear power plant.
In a video address late on Monday, Zelenskiy said Ukraine and the West must "strengthen cooperation to defeat Russian terror."
Diplomats said the aim was to show Russia is isolated diplomatically and to pressure it to end its occupation of the Zaporizhzhia nuclear power plant in Ukraine.
Russia said its forces foiled the attack with strikes from military helicopters and fighter jets, destroying 20 Ukrainian vessels and causing others to scatter and call off the attack.
Ukraine said it hit targets in region where IAEA team is working.

The UN nuclear watchdog had already warned earlier this month of shelling near the nuclear power plant.
Ukraine's state nuclear company Energoatom energy agency said Russian troops again shelled the grounds of the plant complex in the last 24 hours.
Nuclear experts have warned of the risk of damage to the plant's spent nuclear fuel pools or its reactors.
