A document allegedly written by top Syrian intelligence officials detailing guidelines for targeted assassinations of rebels and the infiltration of anti-regime protest groups was published on Facebook Thursday.

The document, dated March 23, includes a regulation that snipers may only kill 20 protesters per day so as to keep international condemnation at bay.
