Following a channel 10 report showing violence, sexual violence, theft, and neglect at children's homes under the auspices of the welfare ministry, Welfare and Social Services Minister Haim Katz called an emergency meeting of the home's managers on Wednesday.

Over 10,000 children have been placed in a framework outside their home this past year, some 70 percent of whom were put into the ministry's children homes.

"It cannot be that a place that should provide protection and security for children and teenagers in distress will reveal insensitivity to their basic needs," said Katz. "Treatment of vulnerable populations will receive special emphasis in the welfare ministry and I intend to shake up any system that does not work in accordance with its purpose."
