UNITED NATIONS — Germany's foreign minister welcomed the resignation of Egyptian President Hosni Mubarak on Friday as a "historical development," saying it paves the way for the country's move towards democracy.

"This is a new chance for a new start," Foreign Minister Guido Westerwelle told reporters after speaking at a UN Security Council meeting on the link between development, peace and security.
