Intermediary report finds Tal Law is flawed

An intermediary report examining the implementation of the Tal Law determined that the law does not fulfill its purpose and calls for all citizens to be obligated to enlist in military or civilian service.
Among other matters, the team head by MK Yohanan Plesner, recommended to set 2015 as the deadline by which at least one third of potential haredi recruits should serve full military terms instead of shortened ones.
Additionally, another third should fulfill their duties in the civil service, they said.
