The Palestinian leadership will never agree to allow the settlement blocks in the West Bank to remain in Israeli hands, even by means of a territory exchange, former Palestinian prime minister and negotiator Ahmed Qurei said Wednesday according to a Radio Israel report.

According to Qurei, if Israel maintains that it has rights to the east Jerusalem property that once belong to Jews who weren't properly compensated, the Palestinians also have property in west Jerusalem that once belonged to Arab owners who weren't compensated.
