The World Zionist Congress is a quadrennial assembly held in Jerusalem. It is considered the "parliament" of the Zionist Movement by the World Zionist Organization (WZO), which is the sister organization of the Jewish Agency. Both the WZO and the Jewish Agency are headed by the same person, currently Ze'ev Bielsky. Delegates to the World Zionist Congress are elected by pro-aliya Zionist organizations in Israel and throughout the Diaspora (haredi parties are not represented, as they do not regard themselves as Zionist, but all the other non-Arab parties in the Knesset have automatic representation according to a key based on the number of Knesset members of each party). The discussions, which are at times very political and even hectic, focus on ideology, aliya, fundraising, settlement (including over the Green Line) and other issues. Its resolutions are in theory supposed to be carried out by the WZO, but in fact they are not mandatory.
