Sectarian violence is spreading from Baghdad into provinces north of the capital, the Pentagon said Friday in its quarterly report to Congress on efforts to stabilize the country. "Conditions that could lead to civil war exist in Iraq, specifically in and around Baghdad, and concern about civil war within the Iraqi civilian population has increased in recent months," the 63-page report said. The assessment has been expressed publicly by US military commanders in recent weeks.
