Gabbay had resisted calls to resign since he led Labor's fall from 24 to six seats in the April 9 election.
The former general, who was given the second slot on Labor's list in the April 9 election, considered running for Labor leader and for a Knesset seat.

Meanwhile, Blue and White made a series of decisions on Wednesday about how to run its campaign.
Gabbay said his party's executive committee would meet Tuesday to approve his proposal to hold the leadership race "as soon as possible."
"The decision needs to taken according to what will increase the camp in its entirety and lead to a victory of it in the elections and not what is best for each party," Gabbay said.
