Abbas had invited the leaders of the factions to the meeting in response to the Israeli military operation in the Jenin Refugee camp earlier this month.
The visit comes amid reports about a possible rapprochement between Egypt and Iran, which has long been backing Hamas and PIJ.
Turkish Foreign Minister Mevlut Cavusoglu told private broadcaster A Haber that his counterpart would come soon, with details to be given on Wednesday.
