Since a failed coup in 2016, Ankara has enforced a crackdown that saw more than 50,000 people jailed and 150,000 sacked or suspended from their jobs.
"A country we call an ally is insisting on forming a terror army on our borders. What can that terror army target but Turkey?"
Turkey's ties with Iran expanded last year as the country's relations with the United States, Israel and Saudi Arabia - Tehran's main international opponents - all frayed.
Prosecutors say the newspaper was effectively taken over by supporters of Fethullah Gulen, a US-based cleric blamed by the government for last year's failed coup.
US President Trump had threatened to cut off financial aid to countries that voted in favor.
"God willing, the day is close when officially, with God's permission, we will open our embassy there," Erdogan said.
The leaders of Saudi Arabia, Egypt, Bahrain, and the United Arab Emirates did not attend the emergency meeting, sending a message that they would not be standing shoulder to shoulder with Iran.
