While Israel's technological and scientific breakthroughs are impressive, it is still has the highest rate of poverty of any OECD country, according to a National Insurance Institute report.
Opposition leader MK Isaac Herzog (Zionist Union) blamed Prime Minister Benjamin Netanyahu (Likud) for the bleak report.
The figure is the highest rate in the developed world.
Israel also had the highest rate of youth aged 15 to 24 not in education, employment or training.
