Are the Jews being attacked in Israel’s mixed cities victims of ‘pogroms’?

What exactly is a pogrom? Are Jews the inevitable, exclusive victims? When a video captured Jewish rioters beating what they took to be an Arab man in Bat Yam, was that not a pogrom?
