Nuclear arms treaty being finalized in Munich

MUNICH — The US and Russia were scheduled to finalize a nuclear arms treaty Saturday, a key foreign policy goal of US President Barack Obama that will limit the number of atomic warheads the two former Cold War foes are allowed to possess.

The New START treaty was approved by the US Senate in December after Obama pressed strongly for its passage, and Russia ratified the deal last month.

The treaty goes into effect when US Secretary of State Hillary Rodham Clinton exchanges the ratification papers with Russian Foreign Minister Sergey Lavrov on the sidelines of the Munich Security Conference.

"We are so excited that this is finally and totally done," Clinton told British Prime Minister David Cameron on the way in to the conference.
