The State Attorney has decided to close the case against TV journalist Emmanuel Rosen, despite police recommendation to charge him with sexual harassment, Channel 2 reported on Sunday.The State Attorney, that examined the police investigation of the case, determined that Rosen's behavior was "problematic, but not criminal."State Prosecutor Moshe Lador is expected to make a final decision on the case on November 27.
