Belgium has taken Senegal to the International Court of Justice over the African nation's failure to prosecute a former Chad president for crimes against humanity and torture.
In documents filed at the world court late Thursday, Belgium said that Senegal's failure to prosecute Hissene Habre breaches international law.
The former dictator has lived in a villa in Senegal's capital Dakar since he was ousted by rebels in 1990.
A Chadian commission of inquiry concluded Habre's regime killed tens of thousands of political opponents during his eight years in power. A court in Chad last year convicted him in absentia and sentenced him to death for crimes against the state.
