Russia, China scuttle Western plans for an IAEA resolution on Iran

Diplomats say Russia and China have scuttled a Western attempt to introduce a resolution on Iran's nuclear defiance at a meeting of the International Atomic Energy Agency. The diplomats said the move by Moscow and Beijing appears to have been prompted by unhappiness about not being informed in time that such a resolution was in the making. They spoke Tuesday to The Associated Press on condition of anonymity because their information was confidential.
