Javier Solana, the EU's foreign policy chief, was cautiously optimistic Monday that progress was possible in talks with top Iranian negotiator Ali Larijani later this week to persuade Iran to return to negotiations over its nuclear program.
"I don't have any guarantee that its going to be a success, but I don't have any guarantee that its going to be a failure," Solana told reporters. "There is a possibility of moving the process forward, that's what I think."
