J'lem City Council has plans for civilian cemetery

The Jerusalem City Council has been forwarding a groundbreaking initiative to build the nation's first citywide civilian cemetery, which would allow for a secular burial without payment.
The cemetery was scheduled to be built near Beit Almin in the Givat Shaul neighborhood of the capital, and would include 18,000 graves, Army Radio reported.
