Barak wants to stabilize party chairmanship, but rivals vow he won't be Labor's candidate for PM.

Every Labor Party chairman would be guaranteed four years in office without being overthrown, according to a plan Labor leader Ehud Barak's allies presented to the party's house committee on Sunday.
The plan would stop the recent revolving door in the chairmanship of Labor, which has had six chairmen in the past eight years.
After facing a backlash to reports that the party's primaries for its Knesset list would be canceled and that the party chairman would be allowed to reserve many places on the list, Barak submitted a more modest plan that would allow him to reserve only two slots.
"Despite all the rumors, the party's members will still select the MKs, and all the changes will be made transparently," Labor secretary-general Eitan Cabel said.
The plan would also guarantee Labor MKs that the party would run the same Knesset list if a general election were held within three years of when the list was chosen. Every MK would have to submit a declaration of his personal wealth.
Labor MK Yoram Marciano, whose slot reserved for a representative of poor neighborhoods would be canceled according to the plan, vowed to fight it when it comes to a vote in the Labor central committee later this month.
Marciano said he would also work to cancel the slot reserved for Labor's secretary-general and to ensure that Labor would hold another race for party chairman ahead of the next general election. Barak's predecessor, MK Amir Peretz, issued the same threat last week.
"Barak is taking revenge against me because I didn't support him," Marciano said. "Barak will not be our candidate for prime minister, and he knows it."
