The National Planning Committee rejected the Safdie plan to expand Jerusalem to the west.
According to the plan 20,000 housing units were to be erected west of Jerusalem, on an area 26,000 dunams wide.
The committee rejected the plan in a vote of 24 against 3, with one member of the committee abstaining following more than three hours of discussions.
