Caesar, the six-year-old "No Drama Llama," has become a fixture in the city, extending his wooly neck to nuzzle both Black Lives Matter activists and law enforcement officers in body armor.

The ongoing protests in Portland have been escalating due to backlash against the use of federal agents, which Trump has suggested sending to multiple cities across the US.

Rosenblum, who was elected to her post in 2012, is a former board member of her Portland synagogue.

The tactics, condemned by Democrats as federal overreach, have fueled a new wave of protests following demonstrations sparked by the death of George Floyd in police custody in Minneapolis on May 25.

Tuesday will mark the first time that Barr has appeared before the House Judiciary Committee since taking the helm of the Justice Department in February of last year.

Justice Department Inspector General Michael Horowitz said his office will investigate allegations federal agents used excessive force against peaceful protesters in Portland.

Wheeler had arrived at the protest to address the approximately 1,000 protesters, who shouted chants ranging from "F**k you Wheeler," "Tear gas Teddy" and "Do your job."

“The federal administration has chosen Portland to use their scare tactics to stop our residents from protesting police brutality and from supporting the Black Lives Matter movement,” Rosenblum said.

"I wanted to ask them 'Why are you guys not following the Constitution?' But we never got there," David said in an interview. "They whaled on me like a punching bag."

"Not only do I believe he is breaking the law, but he is also endangering the lives of Portlanders," the city's mayor, Ted Wheeler, tweeted.
