Approximately 60,000 Jews from around the world have applied for Portuguese citizenship under the terms of the law, and several thousand have received it, including an estimated 5,000 from Israel.
In 1940, Mendes served as consul in Bordeaux, France, where he gave visas to refugees fleeing the Nazi advance.
According to the Portuguese weekly Sol, the country's parliament unanimously approved a bill last week to posthumously honor Sousa Mendes with a disembodied tomb at the National Pantheon.
"The decision to submit a bill that would again prevent Jews from exercising their legal right, reminds us of dark days and regimes crueler than even that of the Inquisition," the letter added.
On Friday, the prosecutor general's office in Portugal said there were no records of crimes committed by the suspect in the Algarve.
The film was developed as part of an interfaith project, in conjunction with the Catholic Diocese of Porto, to fight antisemitism in the country.
