PARIS - French Foreign Minister Alain Juppe said on Wednesday that military operations in Libya were becoming more complicated as forces loyal to Muammar Gaddafi adopted tactics that raised the risk of civilians getting hurt.

NATO, accused by Libyan rebels of being too slow to launch air strikes, has to deal with the fact that Gaddafi's forces were often very close to civilians.

"We've formally requested that there be no collateral damage for the civilian population," he said. "That obviously makes operations more difficult."
