JERUSALEM — The mayor of Jerusalem says he has asked Israel's prime minister to adopt his plan to rezone some of the city's Arab neighborhoods and suspend demolitions of homes built there without permits.

Mayor Nir Barkat says his plan would improve the lives of thousands of Arab residents. Critics say it would further heighten tensions because it would also involve the demolition of two dozen Arab homes .
