RAMALLAH — Palestinian officials Saturday said US Secretary of State Hillary Rodham Clinton should have blamed Israel for the failure of the latest Mideast efforts.

They were reacting to a Clinton speech in which she said Israelis and Palestinians both bear responsibility.

The Obama administration said earlier this week that it stopped trying to get Israel to curb construction in West Bank settlements for three months, after a 10-month slowdown ended in September.
