UN Secretary-General Ban Ki-moon said "we have a deal" after the climate conference in Copenhagen decided to recognize the political accord brokered by US President Barack Obama with China and other emerging powers. Ban stated that he was "aware that this is just the beginning" of a process to craft a binding pact to rein in greenhouse gas emissions. Nevertheless, he said, the Copenhagen Agreement "will have an immediate operational effect." The decision was made after an all-night plenary session, in which a small group of nations blocked the pact, saying that it lacked specific targets for reducing carbon emissions. Decisions are taken by unanimity in UN climate talks. After a break, the conference president gaveled the decision to "take note" of the political accord, specifying those who supported it in the title of the document.
