The UN Security Council had been due to vote on a brief draft resolution on Friday morning, but it was delayed at the request of the United Arab Emirates.
Foreign Minister Eli Cohen said that UN Secretary-General Antonio Guterres’ actions “constitute support of the Hamas terrorist organization."
Guterres told the Security Council in his letter that there was no effective protection of civilians in Gaza.
A UN commission of inquiry investigating war crimes on both sides of the Israel-Hamas conflict will focus on sexual violence by Hamas in the Oct. 7 attacks on Israel.

"There are violations by Hamas when they have human shields. But when one looks at the number of civilians that were killed... there is something that is clearly wrong," Guterres told Reuters NEXT.
“The unfolding catastrophe makes the need for a humanitarian ceasefire more urgent with every passing hour,” said Guterres.
