The state is largely not detaining or deporting African migrants at the moment.
Rather, it appears to be attempting to ignore their existence and potential refugee rights.
Currently, many of the complaints regarding mistreatment of migrants in detention are serious, but the volume of those facing these issues are smaller than in the recent past.
The Congolose have lived in Israel some 15 years.
Last week, we spent time in south Tel Aviv chatting with asylum seekers on the verge of deportation as well as with residents who expressed their concern over the degradation and
crime in the area.
