The UN Security Council has allowed for 15,000 Lebanese troops to be deployed along the border since the end of Israel's 2006 conflict with Hezbollah.
Lebanese President Aoun claims that it is Lebanon's right to resist Israel.
Israel will wage an uncompromising campaign against Iran and Lebanon, not only Hezbollah, should a war in the north break out.
"Perhaps we need more time to arrive at a final formula."
The new coalition government is expected to reflect the enhanced political position of the Iran-backed Shi'ite group Hezbollah.
The post of prime minister is reserved for a Sunni Muslim in Lebanon's sectarian power sharing system.
Nabih Berri, 80, is head of the Shi'ite Amal Movement and has been a close ally of the heavily armed Shi'ite Hezbollah since the end of the 1975-90 civil war.
Despite Future's losses, Hariri is still the frontrunner to form the next government, as the Sunni Muslim leader with the biggest bloc in parliament.
The biggest losers were the Future Movement of Prime Minister Sa’ad Hariri.

Lebanese are closely watching the performance of Sunni Muslim Prime Minister Saad Hariri's Future Movement party and that of the Iran-backed, Shi'ite Hezbollah group and its allies.
The prime minister last traveled to the kingdom in November and unexpectedly resigned in a televised statement a day later.
"I believe Trump wants peace, but he's trying a different way, maybe. That I don't understand."
