Annan says Syria at tipping point after Assad talks

BEIRUT - International envoy Kofi Annan said on Tuesday Syria was at a "tipping point" amid continued killings and abuses and that he appealed to President Bashar Assad to act immediately to halt the violence.
"This means that the government and all government-backed militias could stop all military operations and show maximum restraint," Annan said after talks in Damascus with the Syrian leader. He appealed to Assad's armed opponents to also "cease acts of violence".
