Annan says Syria at tipping point after Assad talks

BEIRUT - International envoy Kofi Annan said on Tuesday Syria was at a "tipping point" amid continued killings and abuses and that he appealed to President Bashar Assad to act immediately to halt the violence."This means that the government and all government-backed militias could stop all military operations and show maximum restraint," Annan said after talks in Damascus with the Syrian leader.
