Serbia against Kosovo Serbs voting in election

BELGRADE, Serbia — Serbia's government says Serbs should not participate in the December 12 general election in Kosovo.
The government says in a statement that "conditions have not been set to invite the Serb population to take part in the election."
The position of the Serbian government is crucial for about 100,000 Serbs living in Kosovo, the former Serbian province which declared independence in 2008.
Serbia has refused to accept Kosovo's split, although the new country has been recognized by about 70 states, including the US and most EU nations.
Under EU pressure, Serbia has agreed to open dialogue with Kosovo, but has insisted it would never recognize its statehood. The EU wants Balkan foes to settle their disputes before moving closer to the 27-nation bloc.
