US looking to provide cash to help Libya instead of arms

LONDON - US Secretary of State Hillary Clinton said on Tuesday she had discussed ways to extend financial help to the opposition Libyan National Council but that possible arms transfers were not discussed.
Clinton, in London for an international conference on Libya, said that while the United States had made no decisions on possible arms transfers, it believed that UN Security Council resolution 1973 could allow for "a legitimate transfer of arms if a country were to choose to do that."
