Bosnia leaders agree to form central cabinet, pass budget

SARAJEVO - Bosnian Muslim, Serb and Croat leaders made a major breakthrough on Wednesday by agreeing to form a central cabinet and pass a budget for 2011 to avoid financial collapse, ending a political impasse that lasted since the October 2010 election.
Leaders of the six largest political parties said they have also agreed on a long-delayed set of laws that pave the way for Bosnia to apply for EU membership. The agreement will enable the release of funds from the EU and the International Monetary Fund.
