Medvedev warns of buildup if no missile shield deal

SKOLKOVO, Russia - President Dmitry Medvedev warned on Wednesday that Russia would build up its offensive weapons arsenal if no deal is reached with the United States for cooperation on missile defense.
Medvedev also said Wednesday that it was too early to announce whether he will run in next year's presidential election but promised a decision soon.
