PARIS — President Nicolas Sarkozy said Wednesday that Iran's neighbors should be consulted on any agreement on its nuclear program between the international community and Teheran.Sarkozy expressed confidence that sanctions levied on Iran in June could be effective. He said France will apply them "with determination" and is asking other nations to do likewise. He expressed hope for an accord but said the concerns of Iran's neighbors must be taken into account and they should be consulted on any agreement. He was apparently referring to Israel and some US Arab allies. If no agreement is reached and an isolated Iran proffers threats, Sarkozy said without elaborating: "We'll have to organize ourselves to protect states which feel threatened."
