Defense Minister Ehud Barak on Thursday evening issued an update to the 10-month moratorium on new Jewish West Bank construction. In contrast to the original orders from the end of November, regional councils will now be permitted to approve "additions, repairs or changes in existent residential structures, without adding new living units," a Defense Ministry communique stated. Public infrastructure works are also allowed under the new orders, and residents may go forth with construction licensing procedures, without actually receiving a building permit.
