BAGHDAD — Three suicide bombers attacked Iraq's  federal police headquarters in Mosul on Wednesday, leveling the building and killing the top police commander in the northern city, a prominent figure who had escaped at least five previous assassination attempts, officials said.

The killing of Lt. Col. Shamil al-Jabouri, who had relentlessly pursued al-Qaida in the militants' former stronghold of Mosul, highlights the challenges Iraq's new government faces in securing even the most obvious targets against insurgents as U.S. forces prepare to go home by the end of next year.Rescuers worked frantically to clear the rubble of the collapsed building but so far found no further dead, likely because the attack came before most personnel reported for duty.
