KABUL - An explosion rattled windows in the diplomatic quarter of the heavily fortified Afghan capital on Thursday morning, sending the city's embassies onto high alert. 'This is a security announcement: there has been an explosion inside the city,' the British embassy broadcast to staff on its compound.
