Aleppo is not the only place where civilians are being killed, but it is a province where all the different sides of the conflict exist in the same area.

Video aired on Syrian television news network El Ikhbariya showed the aftermath of the blasts, where children could be seen being carried to safety, some with blood on their faces.

At least five missiles hit the hospital in the town center and a nearby school, where refugees fleeing a major Syrian army offensive were sheltering.

The army, backed by Hezbollah, has long sought to wrest control of Zabadani, near the Lebanese border, from the rebels who have held it since 2012.

The incident is widely considered to have been an attempt to elude the fate of a Jordanian pilot whose burning execution was popularized by the Islamic State propaganda machine.

The United States has said it takes reports of civilian casualties from the US-led strikes seriously and investigates each allegation.

On the battlefield, the Syrian military has been losing ground to insurgents who are edging closer to the coastal province of Latakia, an important government-held stronghold.

Fourteen members, including Syrian ally Russia, voted in favor of the US-drafted resolution. Venezuela abstained because it said the resolution "opens a dangerous path to the use of force."
